Community Meeting
We had a small group of McFarland residents get together last Sunday afternoon at the Mouser center patio. I would like to thank all of the people that came out and expressed their opinions. We all had an opportunity to discuss and share information about the progress that our city is making, or should I say lack of progress. Overall, it appears like everyone is unhappy with some of the decisions that our council has made, some of the excessive spending that has been taking place, and the overall direction that our city is heading in. Here is a quick summary of some of the items that were brought up:
Garbage Fee Increase:
A petition to protest the expensive contract that the city signed with Sunset Waste is being circulated by Eden Valdez. As of Sunday there were approximately 300 signatures collected. Interesting thing though, the petition was signed by councilman Cantu's own father and his in-laws. Cantu voted in favor of the contract with Sunset Waste. We expect a larger turnout at the next council meeting to express our concerns with fee increases.
Community Center Lease:
Everyone seemed disgusted with the poor negotiation of the community center lease and the fact that the city will still have to pay for the demolition to prepare the site. Also, some concern expressed over the new community center that was supposed to be built on the parcels of land by Vineyard Estates that were recently sold off for estate homes. What ever happened to this project? What are we going to use to replace the existing community center?
City manager vacancy:
Current city manager, Anthony Lopez, is supposed to leave his post at the end of December. Who will replace him? Who will be recruiting and hiring our new administrator? I pointed out that the mayor hasn't demonstrated that he is intelligent enough to oversee the hiring of an accomplished, degreed professional and I am worried about who they will select as a replacement. Also, what kind of professional would want to work for a council like this?
City Financial Health:
Why don't we have a budget for 2006? Why is the city reluctant to provide their profit and loss statements to people that have requested it? What are they trying to hide? Maybe the fact that they have squandered the cash surplus that our previous city manager left for us.
Lawsuits:
Since Melendez was elected our city's legal costs have increased significantly. The city is currently being sued by R&F Disposal. Last year Melendez drove out an outstanding city manager who he couldn't get along with. The city manager agreed to leave if the city would pay the remainder of his employment contract (~$100k). Melendez, being the bright business man that he is, decided that the city should fight this request and hire expensive lawyers, rather than reach a reasonable compromise. In the end, the city manager won an award 3 times the size of his original contract because it was clear that he was the person that was being treated unfairly. Plus the city incurred the additional legal fees to fight this. Just to think of the wastefulness and the good things that could have been done for the community with that money. Makes me wonder how the heck this guy got elected. Way to go Mr. Mayor!
Planning for Growth:
New residential projects are being approved but what about schools? With the increase in homes being built we need to begin planning and coordinating with the school board to build schools to avoid overcrowding.
Expenses:
A new $700 cell phone for the mayor? An all expense paid trip for the mayor, his wife, and the city administrator to travel to Korea, with a spending stipend for his wife? Travel costs for the mayor and city administrator to personally travel all the way to Sacramento to pay a $10,000 fee that the city owed for lagging behind on implementing a recycling program? Was it necessary for both of them to personally go to Sacramento for this?
Violation of City Ordinances:
There seems to be a lack of enforcement of city ordinances. Trucks parking off streets in areas that create safety hazards, farm animals being raised in residential areas.
Overall it was a very successful meeting and a good starting point for our next course of action. We all expressed a desire to make significant changes in our city leadership. We agreed to meet again and the next meeting has been scheduled for Saturday, December 10th, 12pm, at the Mouser center. This time we will be meeting inside the Mouser center rather than in the patio area. All people who genuinely care about the future of our community and are interested in restoring order are welcome to attend.

Has anybody given a thought to looking into the Sewage Treatment Plant contract with Severn Trent. How about the fact that the City terminated an employee who had served the City of McFarland for over 25 years and prior to his termination, they took his home away from him and his family. The reason for his termination, well, it had absolutely nothing to do with any insubordination
of the employee. The fact is, it all had to do with personal resentment and the extreme abuse of authority by City Officials to satisfy their desire to get back at that City employee for causing public scrutiny for exposing some of their negligence. And I dare anyone to challenge me on that issue.
12/13/05 Sat.our incompitent Mayor & his 2 stooges voted 3-2 on new city adm. These 3 picked another person they manipulate to there satisfaction. In other words > more for them & hell with city budget.

Trips ? How about numerous trips to Las Vegas,Washington DC,Mexico,&who in the hell knows where else.Especially
since public records are off limits to public.

But, just for fun, the answer should have been the following since he didn't appear to be joking.

The mayor and his stooges never cease to amaze me. These 3 city council memebers must hold some kind of record for low intelligence

One positive note tonight-
good narrative from Mc Farland's younger citizens, WHO should be holding public office (three positions in particular on the city council) documented by the distinguished Gaspar of Eyewitness 29 News!
I think she figured out where

I dont mind a recall coming these three councilmen are the best we have had. And thanks to all the voters who voted for them because now we dont have to deal with Ben Garza and his gang. They went to trips and spent the cities money and no one ever took a look at that or did they. why cant we see that. The mayor and his crew might of gone to trips but like the mayor said he reinbursed it. And his councilmen have good jobs, for instance, Vidal Santillano Owner of his business and Manuel Cantu Teacher. they have money to spend on for trips and dont need the city's money to do so.
When the other council was in effect like Ben as Mayor he had Don Campbell in his committee and he was not even a residence of McFarland but he sure dug up some money from the city. Ben also made no improvements all the water men were just driving around and sheriffs were minding their own business and weren't patroling the streets as they are now. This new council is coming up slow but are making changes to bring up economy in this little town
When any kind of Government Official takes funds simply because they have joint authority in it's distribution and is made conveniently available, it does not give them any special rights to take those funds for any form of personal use. It's called embezzlement people! It is embezzlement of taxpayer's dollar regardless of whether it were reimbursed or not. If I'm not mistaken, is'nt embezzlement illegal? Yes, I am referring to the Mayor's wife's trip to Korea that was funded by the City and so secretly authorized by the Mayor. And, how can anybody be sure he did reimburse for her travel expenses. Keep in mind, that to fund such a trip for one person alone, would be extremely expensive in travel costs, food and lodging. I'm sure they could'nt have always dined at a McDonalds throughout the entire lavish trip. It likely costed a few thousand dollars for each person to complete the trip. Did'nt realize the Gas Company paid so well! How do we know that this was only an isolated occurence and any similar incidents have'nt occurred? Think about it as if there were no trip and simply a few thousand dollars was taken for personal use. City funds and taxpayer dollars are not there for the Mayor to use as an interest free loan distribution. I think the man should be arrested and forced to face a Jury of his peers for the crime he is guilty, embezzlement!!!
It seems that the mayor could of asked the other council members to pay for his wife's trip. Someone did mention that the gentlemen seem to be well off or have jobs that pay them well.It sounds as if they unable to say NO to him.
From what information that has become public,why has not the D.A. filed charges against mayor & city adm. These crooks should pay all unjustified money taken from city budget with interest & jail time.Also do not pay mayor & his 2 stooges the $200 per concil meeting & god knows what other expenses
that are taken out of our
budget we do not have??
We are in the process of requesting and collecting documents to provide evidence that can be turned over to the appropriate authorities so that these crooks can be investigated. Thanks for the suggestion!
Where is city's money?? That is to easy. Just like any buisness check the city's check stubs from #1 till Feb.2006.Every check by law should have amount & purpose of check made out by our city's finance director.City's over paid,city adm.,& lawyer will try to worm out of this public records request at any cost.Why ? Because these con artist saw one easy target with the help of our back stabben,lien,coward mazyor.

There was no recall ever started on the last city council. I keep finding it amusing how everyone thinks my Dad is “leading” the recall. The last council never disapprove Taco Bell from coming in, actually, they were already talking to them about having them come in. I believe Taco Bell even made an offer to Snow White to purchase there property…Snow White said no…I love Taco Bell, but Snow White has great burgers! I’m not sure I would like to lose one for the other…..
I mentioned 6 were related, and sure some work at the Chevron, but anyone could have seen that when they were published in the paper, it’s not a secret. We just had a meeting last night to do a quick count on signatures collected in 2 weeks, we have 350 and should be done collecting in 2 more weeks. I want McFarland to be the best it can be, I wouldn’t be doing this if I didn’t feel that way. I have to say thanks to the hundreds I have spoken to in the last 2 weeks for all your support and inspiring words!!
1. The last council was not involved in a recall.
2. Me, my wife, and about 30 other people have participated in starting and supporting this recall. We have a good group of intelligent, skilled people that are supporting us through this entire process.
3. We have over 300 recall signatures so far, so the fact that Chevron employees signed the petition isn't really significant. There is plenty of support from the rest of the community and half of the town has not even been canvassed for signatures yet.
